I was going to test things regarding the output states when nothing is connected, as I suspected that stuff may be on by default, but hadn't gotten to that yet.
That said, the pull-ups/pull-downs are supposed to kick in when the tristate buffers are "disconnected" in Z mode, so I'm guessing that the tristate buffers are actually somehow loading their outputs when they're not powered. We may need to reduce their value if this is the case.
Either that, or they've not populated the pull-up/pull-down resistors on your board.
