it's hard to tell from the pic, but that looks like the D10 negative output. If that's the case, then yes - those are the two pads connected by that burned trace so a wire soldered in there would correct. Get as heavy a gauge in there as you can.
However, I'd have to ask why it burned in the first place. If you're certain that a stray wire caused a short circuit, then that's ok, but I'd be cautious that there's not some other underlying cause.
