Heated bed..... More like luke warm bed.... Help?

I've built an I3 and when I bought it I ordered the heated bed kit for it. This is how I assembled it:

The heated bed takes about 10 minuted to get up to 30c. It can get up to about 35ish, but not much higher no matter how hot I set it.

Under the NiChrome wire I've laid down muffler exhaust wrap to insulate it. It hasn't helped much.

I'm trying to figure out if the bed can get any hotter then that, or if it's just as hot as the wire that came in the kit can get.

The kit came with 10 feet of 19 gauge NiChrome wire.

The calculations I came up with are:
27.69 Watts, 2.3 Amps, and 5.2 Ohms of resistance. The wire has .52 ohms per foot of resistance.

My heated bed is 9x12 and I'm trying to print ABS so I need to get up to about 100c.

So what it all boils down to....

Is there a way to make this bed get any hotter?

- I think I'm going to do some math, and possibly cut the NiChrome into 2 pieces. That should bring it up to 110 watts to heat with. If needed I do have relays to make it work.
