Ramps 1.4 Overheating

Question: I have a 12v power source which is currently feeding 12.48v into the board. is this the reason my board is overheating? Resulting in: steppermotors moving in unusual way, extruder motor + gear clicking(making tick tick tick sound) and not spinning thus not extruding.

Please advise if you have ever had: board overheating, extruder clogging/motors jamming
