Resistors heat faster because their resistance is constant. They need mounting on an aluminium plate which gives good heat spread but is heavy and it is expensive to get a plate that is guaranteed flat enough.
PCB are lighter and cheaper but struggle to get to high temperature because their resistance increases as they get hotter. They get hotter in the middle than the edges.
I use a mixture of both as there are pros and cons. Easier to get better quality prints with a lighter bed if it is moving but less easy to get ABS to stick at the edges.
